How the calculation works
The sender pays. Domestic balance or bank payments cost 0%; card funding costs 2.9% + $0.30. International sending adds 5%, minimum $0.99, maximum $4.99. Receiving is free.
Transfer fee = funding fee + capped international fee. Sender total = amount + transfer fee. Received equivalent = amount − estimated exchange-rate spread.
Estimates exclude unlisted charges. Reverse prices round up to the smallest currency unit that meets your target.

How is the international fee capped?
The international component is amount × 5%, bounded by $0.99 and $4.99. Card funding fees are added separately and are not covered by that cap.
How is currency conversion estimated?
The optional 4% spread (or another amount disclosed by PayPal) is inside the exchange rate, not a separate transfer fee. We approximate received value as amount × (1 − spread), in USD equivalent, without a live FX quote. Other conversions use 3% and are reference-only here.
